PLANNING COMMISSION MEETING MINUTES

JANUARY 12, 2015


1. CALL TO ORDER AND ROLL CALL: Chair Woodruff called the meeting to order at 2:07 p.m. Chair Woodruff and Commissioners Andrew, Egan, Hafner, and Yorks answered the roll. Commissioner Peterson arrived at 2:25 p.m. Commissioner Gordon was absent. A quorum was present.
2. CITIZEN COMMENTS AND CONCERNS: None.
3. COMMISSION COMMENTS AND CONCERNS: Commissioners expressed concern about Commissioner Peterson's absence at the last three Planning Commission meetings.
4. MINUTES: The Commission considered the minutes from the November 24, 2014 meeting. Commissioner Hafner moved to approve the minutes as written. Commissioner Andrew seconded, and the motion carried unanimously on a voice vote.
5. CORRESPONDENCE: None.
6. DISCUSSION/ACTION ITEMS:
 A. Work Session - Sign Ordinance Amendments: The Planning Commission reviewed the draft December 2014 Sign Ordinance Amendments. There was lengthy discussion about the prohibition of signs in State highway right-of-way, the proposed amendment allowing up to 20% of a building facade to have signs, and the definition of 'facade'. The Commission reached consensus that the facade does not include the roof, however roof signs are to be included in the maximum 20% calculation. Recommended changes to the draft December 2014 amendments are provided below.
  Page 1: Add definitions for "A-Frame sign" and "Banner sign". Note that banners are allowed to be on street light poles.
  Page 2: Check spelling of "premises".
  Page 5: #2. Sign types, a. Building Signs: Add language that the 20% maximum is the aggregate square footage of all building signs, i.e. wall, projecting/hanging, window, and roof signs. Also, clarify that 'facade' does not include the roof, however roof signs are included in the maximum 20% calculation. Add "Wall signs" as a type of building sign. a.1 - Projecting and hanging signs, 3) revise to read "The Oregon Department of Transportaiton may prohibit projecting and hanging signs in State highway right-of-way".
  Page 6: Item e. Moving or Flashing sign - remove last sentence regarding ODOT variable message sign regulations.
  Page 7: 16.76.090 Abandoned Signs. Add a sentence that sign braces, guys, anchors and backing will be removed on illegal abandoned signs.
 B. Planning Report: Due to limited Land Use/Building Permit activity no report was provided.
 C. Other Issues: The Commission and City Manager discussed the code enforcement process.
7. ADJOURNMENT: AT 3:52 p.m., there being no further business to come before the Commission, Commissioner Hafner moved to adjourn. Commissioner Peterson seconded, and the motion carried unanimously on a voice vote.

JANUARY 26, 2015


1. CALL TO ORDER AND ROLL CALL: Chair Woodruff called the meeting to order at 2:00 p.m. Chair Woodruff and Commissioners Andrew, Hafner and York answered the roll. Commissioner Gordon arrived at 3:05 p.m. Commissioners Peterson and Egan were excused. A quorum was present.
2. CITIZEN COMMENTS AND CONCERNS: None.
3. COMMISSION COMMENTS AND CONCERNS: None.
4. MINUTES: The Commission considered the minutes from the January 12, 2015 meeting. Commissioners Hafner moved to approve the minutes as presented. Commissioner Andrew seconded and the motion carried unanimously.
5. CORRESPONDENCE: City Planner Lewis noted receipt of three letters regarding the public hearing.
6. PUBLIC HEARING - Proposed Amendments to Waldport Development Code Section 16, Signs: Chair Woodruff opened the public hearing. City Planner Lewis provided a summary of the process to-date. The owners or representatives of the following addressed the Commission regarding the proposed changes: Ruth's Family Fabrics, Espresso 101, Ancient Light, Crescent Moon, China Restaurant, Li'l Joe's, Lighthouse Baptist Church, and Eclectic Hair. Concerns were expressed regarding the perceived necessity for signage such as A-frames and banners as well as the amount of allowable signage, code enforcement, ODOT right-of-way jurisdiction, and the public hearing notification process. Following discussion, it was determined that the public hearing would be continued, and a workshop session would be held prior to that. Commissioner Woodruff moved to continue the public hearing, and Commissioner Andrew seconded. Commissioner York moved to amend the motion to set the date for March 23. The amendment was seconded, and the main motion, as amended, then carried unanimously. Commissioner Gordon moved to schedule the workshop session for February 9 at 6:00 p.m. Commissioner Andrew seconded and the motion carried unanimously. Notification of the workshop session will be mailed to the local businesses.
7. DISCUSSION/ACTION ITEMS: The Planning Report had not been distributed at the January 12 meeting. There were no other issues to be addressed.
8. ADJOURNMENT: At 3:50 p.m., there being no further business to come before the Commission, the meeting was adjourned.
