SEPTEMBER 24, 2012

1. CALL TO ORDER AND ROLL CALL: Vice Chair Maré called the meeting to order at 2:10 p.m. Vice Chair Maré and Commissioners Andrew, Hafner, and Woodruff answered the roll. A quorum was present.
 Commissioners discussed the Planning Commission vacancies, the need to update the website to remove former commissioners, the need to spread the word about commission vacancies, and the need to be aggressive about noticing of vacancies.
 Vice Chair Maré gave an update on the Woodland Trail noting that the trail is much longer than originally planned, and that the Waldport Walkers have volunteered to do some trail maintenance.
 Commissioner Hafner commented on the very nice house renovation on Crestline Drive, south of Range Drive.
4. MINUTES: The Commission considered the minutes from the August 27, 2012 Meeting. Commissioner Andrew noted one correction needed (remove the 's' in Andrews). Commissioner Hafner moved to approve the minutes with the one correction. Commissioner Woodruff seconded, and the motion carried unanimously on a voice vote.
 A. Identify Items to Discuss with the City Manager - Commissioners discussed former commissioner Smolen's concerns regarding enforcement. Commissioner Woodruff noted the Planning Commission is a citizen committee. Planning Commissioners can report enforcement, building, land use changes, etc. as citizens. Vice Chair Maré noted that it is apparent that enforcement is a primary issue of concern of the Planning Commission.
 There was discussion that there seems to be a disconnect between the Planning Commission and the City Council; that the City Council has changed Planning Commission recommendations without much thought or questions; and there should be a mechanism to engage the City Council in the amendment process prior to the City Council public hearing. City Councilors need to be directly invited to Planning Commission public hearings on code amendments.
 Commissioner Andrew stated that questions she would like to hear answered from the City Manager are 'What can we, the Planning Commission, do and what is/isn't in our purview.'
 Commissioner Hafner noted that documentation often refers to "staff" and communication would be improved by identifying who "staff" is, i.e. city manager, city planner, city recorder, etc.
 The discussion on this topic concluded with Commission consensus to invite the City Manager to the October 22, 2012 Planning Commission meeting and have her address the role of the Planning Commission.
 B. Yaquina John Point Land Use & Transportation Plan - Recommended Code Amendments: City Planner Lewis had a meeting with the owner of the property just north of the US Forest Service whose property is recommended to be rezoned from C-2 to R-4. The property owner is receptive to the zone change. The Planning Commission will include this recommended zone change in the amendment process.
 A September 17, 2012 memorandum was reviewed by the Commission that described the following sections of code amendments recommended in the Yaquina John Point Land Use & Transportation Plan:
  I. Comprehensive Plan, Goal XII. Transportation - Policy Amendment.
  II. Development Code Section 16.08.060 Zone Descriptions - Addition of the Waldport-West Overlay Zone.
  III. The first three subsections of Section 16.62 Waldport West Overlay Zone (W-W) (new section proposed to be added to the Development Code).
   16.62.101 Purpose
   16.62.020 Conditional Uses Permitted
   16.62.025 Uses Specifically Prohibited
 The Planning Commission will continue review of this proposed Section 16.62 at the next meeting.
 C. Planning Report: No building permits or land use applications were submitted since the last Planning Commission meeting.
 D. Other Issues. None.
8. ADJOURNMENT: At 3:15 p.m., there being no further business to come before the Commission, the meeting was adjourned.
