The Office of the City Manager

Waldport operates under the Council-Manager form of government where the City Manager is the chief executive who provides the leadership and direction for the operation of the City. The City Manager is responsible for preparing the proposed annual budget, and serves as the policy advisor to the Mayor and Council. The City Charter outlines the main duties, which include seeing that all ordinances are enforced and that the provisions of all franchises, leases, contracts, permits and privileges granted by the City are observed. The Charter also gives the City Manager complete authority to appoint, discipline, and remove City employees with the exception of the City Attorney and the Municipal Court Judge.

Kerry E. Kemp is the current City Manager, hired in January of 2014. He has over 25 years of experience in government and business, most recently as Community Investment Manager for the City of Anaheim, CA. Prior to that he was a consultant with Public Economics, Inc., and held administrative positions with the City of Long Beach, Santa Barbara County Schools, and the Los Angeles County Office of Education.

The Finance Department is responsible for general ledger accounting and maintenance, budget preparation and monitoring, annual audit and internal control, accounts payable processing, and payroll processing.

Where Does the Money Go?

The City Recorder serves as the executive secretary to the City Manager and is responsible for coordination of meetings, agendas, and public notices for all City meetings, maintenance of the City Code, preparation and management of minutes, ordinances and resolutions, and maintenance of the City's website. In addition, the Recorder is the City's Elections Officer, oversees the Utility Billing Department, is the point of contact for Municipal Court, and processes public records requests.
